Headlines
Scottsboro, Alabama was listed by Jack Shultz in his book Boom Town USA as one of the top small towns in the USA ranked by a number of quality of life indicators. Shultz classifies Scottsboro as an “Agurb” and said, “Scottsboro is among the top 2.5% of all non-metro towns in the nation.” Cities were selected on quality of life areas of: healthcare, education, recreation, culture, taxes, cost of living, crime rate, environment, climate, and access to transportation.

Local Economy
Local Economy & Available Jobs:

Scottsboro (population 14,750) and Jackson County (population 54,000) have a growing economy that has a good mix of manufacturing and service related businesses. There are opportunities for employment locally with a large number of companies that are expanding in the county. In 2004 nine existing businesses announced expansions that totaled $46,000,000 in capital investment and added hundreds of jobs. 2005 has seen continued growth. The Jackson County unemployment rate is approximately 4.5% (Dec. 2005). The Jackson County Hospital and the Jackson County School System are the two largest non-manufacturing employers.

Local Government
The Jackson County Commission is the governing body for County Government. The Commission consists of five members, the Chairman and four Commissioners. The County is divided into four districts, but the Commissioners are elected countywide. The Chairman is also elected by countywide vote. All Commissioners are elected at the same time for a four-year term.

There are thirteen incorporated municipalities in Jackson County. The population of the municipalities varies from 254 in the smallest municipality to 14,762 in the largest municipality Scottsboro, the County seat is the largest.

The Mayor-Council form of government governs all municipalities. In all the municipalities except Scottsboro the Mayor is a member of the Council with all privileges as any member.

However, in Scottsboro because of the population the Mayor is not a voting member of the Council, but has veto authority over Council action.

Religion
Jackson County has a wide variety of churches including Catholic, Protestant and Independent. Among the Protestant Churches are Methodist, Presbyterian, Baptist, Lutheran, Nazarene and Assembly of God. Among the independent churches are Mormons, Holiness, and Seventh Day Adventist.

The theology of the churches runs the gamut from moderately liberal to conservative. The size of the churches ranges from 1,000 members to family churches.

There is a strong community spirit among the churches. Many of the churches are involved in CASA and REACH, two local compassion ministries. The Scottsboro Ministerial Association sponsors a volunteer chaplains program in the hospital and a grief support group (in the spring and before Christmas Holidays)
