 Fayetteville/Lincoln County: Area Infrastructure


Healthcare
The Lincoln County Health System is located in Fayetteville, Tennessee, just thirty minutes north of Huntsville, Alabama and is composed of a number of affiliated healthcare facilities. The Health System includes a new full service general acute hospital licensed for 49 beds; two long-term care facilities containing a total of 227 ICF and 37 Skilled Nursing beds; an EMS service; a Home Health and Hospice Agency; a free standing rehabilitation and wellness center staffed with competent and professional rehabilitation specialists, swimming pool, gymnasium, aerobics center and a 29 bed Assisted Living Unit.

The Health System has a well qualified Medical Staff consisting of 14 Family Practitioners, of which two deliver babies, one Obstetrician/Gynecologist; two Pediatricians; one Urologist, one Radiologist, two General Surgeons; three Internal Medicine Specialists; one Neurologist; one Gastrointerologist; and two Orthopedic Surgeons. Consulting physicians who service our hospital on a regularly scheduled basis include a Pulmonologist, two Ophthalmologists, an Otolaryngologist, and Oncology group, and a Nephrology Group that has established a 15-station Outpatient Dialysis Unit. These physicians are further joined by other consulting staff from area medical centers that are utilized by our Medical Staff on an as-needed basis.

Transportation
Highways: U.S. Highways 64, 231 and 431 pass through Fayetteville. U. S. Highway 231-431, also known as Huntsville Highway, connects Fayetteville and Huntsville, and becomes the Parkway upon entering downtown Huntsville. Redstone Arsenal’s northern- most gate is approximately 36 miles from the Fayetteville square. Interstate I-65 is 16 miles west of Fayetteville, via U.S. 64 (which is now a completed 4-lane highway) and I-24 is 45 miles northeast of Fayetteville, via U.S. 64 (which is currently being upgraded to 4-lane.)

Airports: For commercial aviation, Fayetteville is served by two international airports. Huntsville/Madison County International Airport is 35 miles south of Fayetteville and the Nashville International Airport is located 78 miles north of Fayetteville. In addition, Fayetteville Municipal Airport can accommodate corporate aircraft and is currently being upgraded to include state-of-the-art Global Positioning System (GPS) navigation equipment and the extension/widening of the runway to 6,000 feet.

Common Carrier: Fayetteville is served by 9 motor freight companies, many of which have terminals in Fayetteville. In addition, Fayetteville is served by all overnight delivery services, such as UPS, Federal Express, etc.

Port Facilities: Fayetteville is served by a Tennessee River port that has barge facilities located on the Tennessee River near Huntsville (25 miles).

Rail and Intermodal: CSX transportation has a main rail line which runs through southwestern Lincoln County. Construction is underway of a rail spur/offloading facility. In addition, we also have access to a full-service intermodal facility (rail, motor freight, international air cargo) in Huntsville, which is served by Norfolk Southern.



Emergency Services
Lincoln County Emergency Services

The capability of the Lincoln County Emergency Services start with the new emergency operations center and communications building. The Lincoln County 911 Board is responsible for the purchase, plans, policies and procedures for the 911 Communications. It is one of the few departments in the state where communications are consolidated. We have two dispatchers on duty twenty-four hours a day, seven days a week, with a supervisor on duty five days a week, and on call as needed.

The Lincoln County Emergency Management Agency is staffed with a director, deputy director and two part-time employees. Our responsibilities include planning, and all emergency policies and procedures are generated out of this office. We are also responsible for the overall coordination of emergency services when disaster strikes. Lincoln County Emergency Management is also responsible for notification of all weather related incidents. We are staffed twenty-four hours a day, seven days a week in the event of such weather. We have our own weather notification system, weather instruments, real time radar, and a direct link to the National Weather Service in Huntsville, Alabama, both in the EMA office and the 911 Center. We also have ten sirens in the city and county, with an expedient shelter program in place to house people in the event of severe weather before the storm. We administer all Homeland Security grants for Lincoln County and are active in hazard mitigation. We respond with all emergency services when necessary. Day to day operations of emergency management are overseen by the county mayor. We also have a five member advisory committee. All volunteer services are under the oversight of the EMA director.

The Lincoln County Volunteer Fire Rescue is unique in its organization. The directors are five members of the County Commission and the Fire Chief. All financial requests are filtered through this committee. There are twelve fire stations in Lincoln County, independent of one another and all responsible for one another. There are approximately 160 members with two assistant chiefs. We have forty pieces of apparatus. We have been awarded through the FEMA Fire Fighters Grant Program eight new trucks, along with $400,000.00 worth of new equipment since 2002. This is equipment for the firemen and the trucks. We currently have two stations that have not yet heard from their grants during this grant period. We are radio dispatched through the 911 Center, responding three stations in the daytime and two at night to a structure fire. The twelve stations are responsible for light duty rescue, four of which also are responsible for the Jaws of Life. The jaws of life tools are located strategically, one in each part of the county, north, south, east and west.

The Fayetteville Fire Department has five engines and snorkel. They soon will have a heavy rescue truck. They have sixteen paid employees and a group of volunteer fire fighters. They also have a fire chief and assistant chief. They are responsible for fire suppression, light duty rescue, and extrication. They also have a Hazardous Materials Team and a First Responders Program.

Emergency Services in Lincoln County all work very well together, whether the incident happens in the city or the county.

The Fayetteville Police Department

The quality of neighborhood life, its safety and welfare comes from the commitment of each of its citizens. The Fayetteville Police Department takes pride in its role as a citizen of the community; partners with its members in the delivery of quality law enforcement services. We dedicate our full-time efforts to the duties incumbent upon every community member. As we act, we are universal citizens deriving our authority from those we serve. We accept our law enforcement mission to serve our community with the enduring belief that, in so doing, we serve ourselves. As professionals, we view our responsibilities as a covenant of public trust, ever mindful that we must keep our promises. As we succeed, our effectiveness will be measured by the absence of crime and fear in our neighborhoods and by the level of community respect for our efforts.

The Lincoln County Sheriff’s Department

The Lincoln County Sheriff’s Department, located at 4151 Thornton Taylor Parkway in Fayetteville, Tennessee, consists of approximately 55 employees. The Sheriff’s position is an elected position with a four- year term. His office consists of a Jail Administrator, who supervises approximately 32 personnel, a Chief Deputy and Captain of Investigations, who supervise approximately 23 personnel to include 4 full time Investigators, 4 full time Sergeants, 11 Deputies, 2 DARE Officers, one School Resource Officer and one Drug Enforcement Officer as part of the 17th Judicial Task Force. The Sheriff’s Department has one person dedicated to the registering, monitoring, and prosecuting of violators of the Sex Offender Registry. The Sheriff’s Department, also, has a Transport Officer, Medical Officer, Court Officer and a Litter Officer, who has a crew of inmates that remove litter from our community’s highways.

The Lincoln County Sheriff’s Department is adamant in its duty to protect and serve the citizens of Lincoln County, and is open to the public twenty-four hours a day, seven days a week. County Deputies have many tasks, such as, serving civil and criminal warrants and answering numerous calls from citizens in distress. 911 Calls and Burglary Alarm calls are responded to expeditiously. While not responding to these tasks, deputies patrol 580 square miles with over 1100 different roads in the county for suspicious activity.

Lincoln Medical Center EMS

Lincoln Medical Center EMS began in 1972. We are an A rated service with three units twelve hours daily from 8:00 a.m. to 8:00 p.m. and two units staffed 24 hours daily. We currently have one reserve unit. We have a total of 26 employees with 15 of them full-time and 11 part-time. We employ 14 Paramedics and 12 EMT-IV. Our Paramedics are able to do 12 lead EKG’s, administer cardiac medications, and many other advanced skills through our protocol or our medical control. The ambulance service is active in trying to develop an AED program with the equipment being obtained through Tennessee Rural AED Grant Program for all areas of our county where ambulance response time is greater than ten minutes. The EMS staff is pleased to provide the very best patient care to all our citizens and to anyone else who requires assistance while passing through our friendly community.



Special Needs Care
In addition to the services provided through the Lincoln County Health System, there are a number of other agencies that provide services in the community. There are two freestanding Assisted Living Centers located in Fayetteville, one having a capacity of 43 residents and the other having a capacity of 25 residents. Centerstone Mental Health Center provides mental health services to those needing such services in the community. The Lincoln County Child Development Center provides therapy and services to special needs children in Fayetteville and Lincoln County. Also located in Fayetteville, is a privately owned Home Health and Hospice Agency, and two durable medical equipment companies that provide medical equipment for patients needing such equipment. In addition, there is a new Senior Citizens Center located in Fayetteville providing services and transportation for the Senior Citizens of the County.
